We invite you to comment on the draft wastewater permit for the city of Bagley's wastewater treatment plant.
The city of Bagley applied for reissuance of its water quality permit for its wastewater treatment facility, which discharges to an unnamed wetland which flows to Walker Brook. The facility is designed to treat an average of 263,000 gallons per day. This permit reissuance removed surface water and mercury sampling requirements on stations which are inactive or show no reasonable potential to contribute limits above water quality standards. This draft permit includes new monitoring requirements for nitrite plus nitrate, total Kjeldahl nitrogen, and total nitrogen. The permit doesn't authorize any changes or construction at the facility.
Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. Permits are enforced through a combination of self-reporting and compliance monitoring.
