We invite you to comment on the draft wastewater permit for the city of Mahnomen's wastewater treatment plant.
The city of Mahnomen's wastewater treatment facility discharges treated wastewater to the Wild Rice River. The facility is designed to treat an average wet weather design flow of 338,000 gallons per day. This draft permit proposes changing the phosphorus limit type for the facility to a calendar year-to-date total from a 12-month moving total. This change only impacts the reporting type; there are no changes to the permitted phosphorus limit. At this time, the facility is operating at less than the permitted design flow and is demonstrating the capability of meeting the per year limit for total phosphorus. As the facility approaches its design flow, it may need infrastructure improvements and/or operational changes to maintain compliance with the limit. Some minor changes are also included in the permit to more accurately capture operational fluctuations of stabilization pond systems. No construction or changes are authorized with this permit reissuance.
Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. Permits are enforced through a combination of self-reporting and compliance monitoring.
